PANC's current mission is to serve the needs of human resources professionals by providing the most essential and comprehensive training and resources available. PANC promotes the HR profession to ensure it is recognized as a quintessential partner in developing and administering all tenets of the total school program. The organization does not require dues of its members, yet believes it is a state-wide investment for its membership to remain on the cutting edge of human resource issues.
PANC is currently governed by an Executive Board, which includes a president, vice-president, secretary, treasurer and immediate past president. The Department of Public Instruction's School Personnel Support Section acts as an advising body. PANC hosts a professional development conference twice yearly. Through utilization of many of the state's personnel experts, the organization remains a viable organization in influencing systemic changes in education for the citizens of North Carolina and improvement of educational outcomes for children. The fair treatment of the men and women who teach and serve them continues to be just as important.
There are four Regional Alternative Licensing Centers (RALCs) in North Carolina, created by the State Board of Education and the Department of Public Instruction. The centers were designed specifically to assist lateral entry teachers in NC to achieve a full professional educator’s license.
The RALCs evaluate teaching candidates’ applications, prescribe courses of study, and outline other requirements needed in order to receive full professional educators’ licenses. Upon completion of individuals’ plans of study, the RALC will make recommendation to the Licensure Section at DPI for clear licenses.
Candidates may take the necessary coursework at a variety of colleges and universities.
The centers provide a number of benefits for lateral entry teachers:
• more consistent evaluations
• plans of study targeting licensure requirements
• college/university choices to satisfy course requirements
• certain requirements can be met at local school systems

The Department of District Human Resources provides consultative services to the 115 local school districts in North Carolina. The consultative services include advice and guidance regarding the State Board of Education policies governing benefits and employment for the local school district employees. The Department of District Human Resources also handles the integration of EVAAS, the State's student growth model, into the NC Educator Effectiveness System. The Department of District Human Resources can also assist districts with developing a comprehensive talent management system that includes: equitable distribution of effective teachers in the district, recruiting and retention strategies, and data analysis.

To meet our objective of assisting eligible military personnel to transition to a new career as public schools teachers, a network of State Troop to Teachers offices has been established to provide participants with counseling and assistance regarding certification requirements, routes to state certification, and employment leads.
For participants that meet certain criteria as defined by the legislation, financial assistance may be provided (upon availability of funds) to eligible participants to assist with their transition to the classroom. The purpose of the financial assistance is to provide transition assistance for those becoming first-time teachers and, therefore, is not available to those that became teachers prior to registration with Troops to Teachers
